Key Responsibilities
Primary Job Function:
To protect tenants and enhance standards and management in private sector housing through investigation and enforcement activities related to property licenses.
Duties and Responsibilities:
1. Respond promptly to service requests and complaints, taking appropriate follow-up actions.
2. Conduct property inspections to identify health and safety hazards and deficiencies.
3. Utilize enforcement powers such as issuing notices, cautions, penalties, and prosecutions.
4. Ensure improvements in standards and management of private rented housing.
5. Process property licence applications efficiently.
6. Provide expert advice to landlords, agents, tenants, and relevant stakeholders.
7. Investigate unlicensed HMOs and other privately rented properties under licensing schemes.
8. Maintain comprehensive records of inspections and actions taken.
9. Use data and intelligence to support service objectives effectively.
10. Perform duties in compliance with legal requirements and internal procedures.
11. Collect and prepare evidence for court hearings and residential property tribunals.
12. Build and maintain relationships with internal and external stakeholders, landlords, and partners.
13. Offer professional support, represent the team at various forums, and participate in inter-agency groups.
14. Stay updated on environmental health legislation, codes of practice, and technical requirements.
15. Possess general knowledge of other environmental health areas and assist other teams as needed.
16. Contribute to service operations, policy development, awareness activities, and projects.
17. Occasionally work outside normal office hours based on service demands.
18. Assist in training and developing staff and trainees within the team.
19. Support and deputize for the Environmental Health Manager as required.
20. Achieve agreed service outcomes, outputs, and personal appraisal targets.
21. Participate actively in training, meetings, supervision, seminars, and other developmental activities.
22. Uphold the council’s commitment to customer service excellence and compliance with customer care standards.
